Funding to support Pasifika groups or individuals in Aotearoa's creative sector to undertake large-scale professional artistic and historical works, that capture and reflect community experiences of the Dawn raids.
The Niu Dawn Raids Funding Initiative has been made possible by a one-off fund from Manatū Taonga Ministry of Culture and Heritage and delivered via Creative New Zealand (with support partner NZ On Air).

Who can apply
To apply for the Niu Dawn Raids Funding Initiative, you must:
- Be a NZ citizen or permanent resident living in New Zealand
- Be an individual of Pasifika heritage or be a Pasifika-led organisation, group or collective
- Be a Pasifika creative, collective or Pasifika-led organisation that has previously delivered similar projects successfully
You cannot apply for the Niu Dawn Raids Funding Initiative if you or your organisation are in default of any Creative New Zealand funding.
What can be funded
Between $30,000 and $150,000 towards projects that will deliver one or more of the following outcomes:
- A community-led healing and restorative process that will enable Pacific peoples impacted by the events of the Dawn Raids to tell their own stories and in their own ways.
- Enhanced education outcomes through increased access to historical information and resources (including Pacific languages) that can be used to support teaching and learning about Pacific histories both in formal education settings and in community settings.
- Improved social cohesion by enabling greater public understanding of the events of the Dawn Raids, the underpinning human rights frameworks, and the lasting intergenerational impacts on Pacific communities.

The following artforms and activity types are eligible for support through this initiative:
- documentaries
- film
- visual arts
- music
- theatre
- dance
- other larger-scale projects, including digital projects that will capture experiences of the Dawn Raids.
Activities that are not eligible under this initiative, include but are not limited to:
- projects that are not about the Dawn Raids
- duplication of funding with other government agencies
- purchase of capital items, renovating or buying buildings, or restoring buildings
- core education resources and activities that are part of the curriculum and course of study in Aotearoa New Zealand, including early learning, school, or further education
- game design, fashion design and commercials
- activities that are part of the core business of a Tertiary Education Organisation (TEO), Territorial Local Authority (TLA) or Council Controlled Organisation (CCO)

- confirm that you and your project are eligible
- that your project aligns well with the purpose of this fund
- Complete and submit the Expression of interest form (link) by 5pm, Thursday 29 February at the latest.

How decisions are made
The assessment and selection process is Mana Pasifika Kaupapa aligned with the Pacific Arts Strategy
Shortlisted applicants may be invited to an interview or asked to provide further information.
Funding decisions are made by a panel including representatives from Creative New Zealand, Manatū Taonga Ministry of Culture and Heritage and NZ On Air.

Background
The government’s Budget 2022 provided $13.646 million over four years towards a Dawn Raids Package initiative. This initiative comprises four initiatives to be led by the Ministry for Pacific Peoples and Manatū Taonga Ministry for Culture & Heritage. This initiative has been designed to enhance wellbeing for Pacific communities that were impacted by the Dawn Raids.
Outcomes include:
