Toi Tipu Toi Rea was established in 2013 as a response to feedback from the Ngā Toi Māori sector to support Emerging Māori artists and practitioners to undertake an arts project.

Toi Tipu Toi Rea - Emerging Māori Artist Fund 2022/23

To apply for the Toi Tipu Toi Rea – Emerging Māori Artist Fund you must be:
- Tangata whenua Māori AND
- A New Zealand citizen or permanent resident AND
- An emerging artist.
You cannot apply if you are a previous recipient of a Toi Tipu Toi Rea - Emerging Māori Artist Fund grant.

Breaches of agreements
You can't apply if you, your organisation, or key members of your project team are in breach of the conditions of a current funding agreement.
If you receive funding, be sure to read all the terms and conditions in your funding agreement and note your reporting deadlines so you don't breach the agreement. If we consider the terms and conditions of funding to be seriously breached, which includes missing the deadline for reporting, we reserve the right to terminate the grant and seek repayment.
This fund supports emerging Māori artists or arts practitioners at an early stage of their career to undertake an arts project.
Toi Tipu Toi Rea can provide grants of $5,000 - $10,000 to support:
- Skills development (mentoring, internships, residencies, workshops, conferences)
- Researching, creating or developing artwork
- Documentation, discourse, wānanga and archiving,
- Exhibiting, performing and presenting work
- Publishing (catalogues, monographs, journals, books and critical writing)
You can only apply for costs incurred between the project start and end dates listed in your application. We don't fund retrospective or ongoing costs.

Project timing
Your project must:
- Start after 17 November 2022
- Finish by 31 December 2023

What we don't fund

Reapplying for a previously declined project
We offer the opportunity to resubmit a previously declined project only under limited circumstances. See Guidelines - Reapplying for a previously declined project.
To apply you need to fill in all sections of the online application form. You also need to prepare documents and supporting information to upload to your application form.
Successful applications will have:
- A clear and concise description of what you want to do, including the inspiration for the project and the outcomes you want to achieve.
- A clear plan and process for making your idea happen – not just a timeline but also if there will be other people involved. Many emerging practitioners enlist the support of established artists to support them in the development of work or their practice. It’s useful to understand why you have chosen your mentor, how they will help you and what this process will look like.
- A clear budget that sets outs:
- what your project will cost;
- demonstrates you (and other people) are being paid fairly; and
- any other income or community support.
Budget
You need to provide a detailed project budget as part of your application.
It must show:
- All the costs to your project or programme
- Which of those costs you want the Creative New Zealand grant to cover
- All sources of revenue.
You can present your budget using one of the templates listed in Guidelines - Budgets. Or, you can use the template built into the Budget section of the application form.
Support material
Your application will be strengthened by including relevant support material. See our Guidelines - Support material
After the round closes, staff check if your application is eligible before it moves to peer assessment.
Your application will be assessed by external Ngā Toi Māori assessors. They will receive and consider all eligible applications.
For each answer to the application questions they will consider where this shows the emerging artist is:
- Moana: Starting on the journey and needs support to develop their potential
- Whenua: Developing towards the level expected for an emerging practitioner
- Awa: At the level expected for an emerging artist
- Maunga: Growing their thinking, innovating or delivering beyond a level expected for an emerging artist
- Rangi: Flourishing at a level well beyond expected for an emerging artist.
The assessors will meet as a panel to discuss all of the applications using these five statements as a starting point for their kōrero. Creative New Zealand staff will also attend the panel and provide advice where required.
At this panel meeting, the assessors will recommend which applications should be funded in this round.
The panel will make these recommendations to Creative New Zealand’s Senior Manager Te Kaupapa o Toi Aotearoa, who will endorse the recommendations of the panel to the extent that the budget will allow in this round.
We will let you know the result of your application on 17 November 2022. The successful applicants will be published on our Results page

Te Otinga joined Creative New Zealand in 2021 and supports the administration of our funding programmes. Te Otinga provides advice and support to applicants throughout the grants process with a focus on Māori arts. Te Otinga brings 40 years of experience as a performing arts practitioner in film, stage, theatre and television and, she has previously worked as a Māori Culture advisor/Awhi Ākonga Māori in the Tertiary Sector for several years.
