Creative New Zealand has published a discussion paper to generate dialogue and feedback on proposals for its funding model for recurrently funded organisations (RFOs).
RFOs are professional organisations that receive one, two or three-year funding contracts for a range of activities agreed upon with Creative New Zealand.
In 2010 operating grants totalling $16.9 million were offered to 34 professional arts organisations, including $325,000 to support opera in Canterbury.
The discussion paper sets out provisional thinking on how Creative New Zealand can improve and clarify its rationale for this investment.
Feedback is requested by 23 April 2010.

Creative New Zealand is seeking comment on four key areas:
- Alternative approaches to the funding model
- The purpose and eligibility requirements for funding
- Priorities for investing in arts infrastructure
- The introduction of funding formulae as an element of investment decision-making
In October 2009, as the first stage of a two-part consultation for the review, Creative New Zealand surveyed RFOs about the current programme.
“The survey indicated that RFOs find the programme is only moderately aligned with Creative New Zealand’s direction, and there is support for its change and clarification,” says Creative New Zealand Chief Executive Stephen Wainwright.
“We welcome this feedback and are committing to the second phase of consultation on the basis that material change to the programme would be timely and beneficial for the arts and for New Zealanders.”
A commitment to review Creative New Zealand’s three major funding mechanisms was set out in the organisation’s 2007-2010 Strategic Plan. Reviews of the Contestable Funding Programme and the Creative Communities Scheme have already been completed.
